London is in the vanguard of this approach and Mayor Sadiq Khan has set out a goal that by 2041, all deaths and serious injuries will be eliminated from London’s transport network. The action plan put in place will also reduce road danger for everyone and create safe streets for walking and cycling.

The Vision Zero Action Plan

• Safe speeds: A widespread introduction of new lower speed limits to encourage safe speeds appropriate to the streets of a busy city
• Safe streets: Transforming junctions which see the majority of collisions, and ensuring safety is at the forefront of all future design schemes
• Safe vehicles: Introducing a Bus Safety Standard and ‘Direct Vision Standard’ for Heavy Goods Vehicles to reduce the risk posed by the most dangerous vehicles
• Safe behaviours: Using targeted enforcement, marketing campaigns, education programmes and safety training for cyclists, motorcycle and moped riders to reduce the chances of road users making mistakes or behaving in a way that is risky for themselves and other people
• Post-collision response: Developing information for sharing and learning, along with improving justice and care for the victims of traffic incidents

Safe Vehicles

As part of the Mayor of London’s Vision Zero plan, in October 2020 all Heavy Goods Vehicles (HGVs) over 12 tonnes (GVW) entering or operating in Greater London will need to pass the Direct Vision Standard and require an HGV Safety Permit. Otherwise, you may receive a Penalty Charge Notice (PCN).

The Direct Vision Standard will work to improve indirect vision to help drivers see near the vehicle, to warn road users of intended manoeuvres and to minimise the physical impact of a hazard. Read more about the Vision Zero Standard here.
